The current way makes sense, and is far more efficient. The old way was starting all subsystems at once, and that tends to create electrical problems related to switching transients - that leads to equipment failures. I don't know the details of how a heat pump works, but it definitely makes no sense to blow air into the heated space until the bits meant to heat the air get warm. That's just silly.

I haven't yet lit my forced air furnace (though I should - it's rather chilly inside tonight, at 61 F), but its normal sequence is to light the burner, wait until some bi-metal sensor gets hot enough to switch when the firebox is toasty, then turn on the air circulating fan. It runs until the sensed temperature is a couple of degrees above the set-point, then turns off the burner. The fan continues to run until the firebox cools down to a safe temperature. On occasion, the pilot flame will heat the firebox to unsafe levels. When that happens, the control turns on the air circulating fan to cool the assembly. It's actually rather clever, considering that it has no electronic parts, just a couple of relays, and a few resistors in the control loop.
