Meh.. Strange recommendation - use Silverlight because of simple buttons, or because Silverlight is simple when manual web development is hard :)

I understand you right - you use library in you windiws app and want to get info from app.config of library? It's sipler to write this app setting data in application app.config, because Configuration manager use that one by default, and not from the library.

Little advise - it's better to use SqlParameter instead of "select shipping from delivery where status='A' and area='" + deliveryarea + "'".
And better use using instead of dr3.Close();

Sometimes - it's not good. In real conditions it may depends on physical propetries and SerialPort configuration, but in your case - need more information.

ent.Children.Add("cn='" + TxtGroupName.Text + "'", "group");
ent.Properties["saMAccountName"].Add(TxtGroupName.Text);
ent.Properties["groupType"].Add("0x80000002");
ent.CommitChanges();
MessageBox.Show("creted");
After that, look that you have :)
Try it - as I understand, property groupType is result of or operation between 0x80000000 and 0x02. Try it please :)

And if user want to recovery (exactly recovery) his password and not to create new why we shouldn't encrypt it?
I really agree with your opinion by in large, but I often see databases with encrypded passwords, not hashed.

But your solution doest't works in FF 4 and I don't know why. And real length is your length+1.
For author - as I remember, MaxLength have no sense when you use TextMode Multiline.

I think, you have given too few information.
To create email facity, just create a fowrm with text input and submit button. On button pressed you:
1. Protect string from SQL injection.
2. Create select query "SELECT pass FROM tbl WHERE user='{0}' " (but, maybe, you use NHibernate or your own ORM) ?
3. Create email with System.Net.Mail.MailMessage.
4. Send it!
For sms you can use service like than http://avisosms.ru/solutions/csharp (sorry for russian).
But, it's not good answer. Give me please more informatian and I'll try to help you.
