Solution 1

I don't have much experience with Arabic OCRs. However you should google "windows arabic ocr". You won't have much luck writing this yourself, it is a difficult task for an expert in other languages and I reckon Arabic poses several difficulties (such as the "dots" (like under ba an over nun, and diacritics (7arakaat)are easily confused) and the "lack" of vowels.

Hopefully you'll get a better answer than mine from another cpian.

I can't help you in code. You need to download a framework to do the OCR for you, writing it from scratch is way too complicated. The OCR framework chosen should have a community group they'll be much better placed than anyone here to help: they will have used the framework themselves.
