"Since the internet"?

I worked with vertical tabs on the left long before ... well, if you by 'internet' refer to the TCP/IP protocol suite, I guess internet did exist, but not in the www/browser sense.

Before MacIntosh and Windows, there was a lot of experimentation with different user interface styles. Every developer could do what ever he pleased; "mechanisms, not policy" was a mantra chanted all the time, especially in the open source community. So the developers did whatever they pleased. Every system was different. One major reason for the success of Windows / Mac was the consistency of the user interface. Users felt at home in it.

In the experimentation years (which lasted a lot longer in *nix environments than in others), vertical tabs were not uncommon. I even saw it in full-screen character based (25*80 ASCII characters) user interfaces.
