As usual with these things, it's complicated. There is no straight answer because the laws vary from state to state when it comes to exports and sales tax. What you have to find out is what state the company is doing business in and then Google for the export and tax laws.

For example, in California, if the item is shipped directly out of state (not picked up in the state), it's tax exempt. If, however, you have someone pickup the item, say from a store front, and then ship it to you, then you pay the tax.

In Texas, you pay the sales tax no matter what. Only when the item is exported, and you can prove it, can you apply to get the sales tax refunded.
