Sales taxes are levied by your state and the % varies by state. If a company has a presence in your state, they charge your state's sales tax. So, for some states, they don't collect anything. My state has a sales and usage tax, so expects to collect a tax if you buy on line.
Edit: My guess is that, if you are not in US, they will not collect a tax. IANATL 
If you can keep your head while those about you are losing theirs, perhaps you don't understand the situation.

You might even want to contact their purchasing department as there may be use or import taxes/duties as opposed to sales taxes, not to mention export restrictions. Many software companies will work with an international distributor so they don't have to deal with all these intricacies, so you may be redirected to another site to complete the purchase.

As usual with these things, it's complicated. There is no straight answer because the laws vary from state to state when it comes to exports and sales tax. What you have to find out is what state the company is doing business in and then Google for the export and tax laws.
For example, in California, if the item is shipped directly out of state (not picked up in the state), it's tax exempt. If, however, you have someone pickup the item, say from a store front, and then ship it to you, then you pay the tax.
In Texas, you pay the sales tax no matter what. Only when the item is exported, and you can prove it, can you apply to get the sales tax refunded.
So, have fun with that!

I read a bit about it and see a couple of sites with a map full of symbols of what was being taxable in each state.
I went for direct asking the company. The actually answered pretty fast.

Dunno if reverse engineering a crashed spacecraft really helps a lot, except if building one that crashes as well  Maybe that's why we're not that far with these things, we just kept reverse engineering crashed alien crafts without trying to alter out the bugs present in their design (there must be bugs - they crashed onto earth, after all).
