5 km/hr? That's a little more than 3mph US. Me thinks the limit is a bit tight. 
On my way to work that would nail EVERY car including the sheriff. posted speed on major cross street - 72 km/hr. Actual speed? More like 110+ km/hr at the bottom of the hill, average would be around 90.
You were probably at the bottom of a long hill too...

Of course, I live north of the city that captured a fire truck at the airport. Seems a car caught on fire in one of the parking decks. Fire Dept responded, but went to the wrong deck. Parking attendant would not let them leave to go to the correct deck until they paid their parking ticket.

Not in Holland. I don't know how often one of them made an attempt at my life when they came over the border and were unable to adapt to driving without a speed limit.

In Aus when I was there a while back they were talking about reducing tolerance to 3km/h with some high ranking police even suggesting 1, they said seeing as cars are so well made these days and speedo's are going digital (even if rendered on an analog display), so really no excuse for being over the speed limit.
People said "but, there's still a lot of older cars on the road though, and they could be 10% out (the previous accepted [but actually unofficial] tolerance limit)"
Response was: "then drive 10% below the limit per your speedo and you will be fine even if it is out that much. Anyway just because the speed limit is for instance 50, doesn't mean you have to go that fast"
Seems Aus police have decided their job description includes an anti-fun role.

They apparently have a lot of trust in the calibration of their speed detection equipment. Oh, and cars are well made, but their speedometers intentionally read 5-10% over the actual speed. Marching Morons and all that.
We can program with only 1's, but if all you've got are zeros, you've got nothing.

Well, I was actually driving 8 km/hr too fast, but 5 km/hr after correction.
It's stupid, that road has about 20 traffic lights and every traffic light has a camera.
I know this and I watched my speed, yet they still caught me 
To be fair, it's a straight two lane road, there was no one there, and the limit is 50 km/hr... 50! Do they want me to fall asleep behind the wheel?

I'm thinking along the lines of an anagram of "involves rich meat" leading to "_ valves" but I'm maybe looking for a word that I'm not familiar with.

Aha - yes you are on the right track, I think. I was looking at the same word before _ diodes but in fact _ valves is correct for the anagram.
