Just install the C# part and you get both.

Both are stable as much as Microsoft product can be.
If you will use it for web 2013 has some additions that can help you, otherwise no big differences. In fact 2013 is not more than a 2012 patch, made into separate version because of Microsoft policy - new .NET framework === .NEW VS version!

actually, there's no new framework version involved. The reason for a full new product is the breaking changes on the asp.net projects. 2012 can open and compile the project, but you don't get intellisense nor any specific features, such as add controller on mvc 5 projects.
They also needed to launch a new c++ compiler.

When it comes to most Microsoft things nowadays (ribbon bar, WPF, VS2010/12/13, W8, etc) sadly I think that swallowing without tasting delivers a less sour experience, at least initially. Regardless of one's approach though, you'll still suffer from indigestion.
