They have been a charged-for item here in Wales for two years now, and I haven't used a supermarket thin disposable for about three - I started practicing to make sure I have bags in the car.

And you know what? In practice it has had no adverse effects. There is an exemption for prescribed drugs (free bags, unless you add a non-prescription object to the bag) and the one thing you don't see is "waste" bags dumped or tossed in the bushes like you used to when kids had finished with the "pie, crisps and a can of cr@p" that replaced a school lunch. For some reason the lack of a bag to throw it all in has made them tider with the rest of their rubbish...
