It made me wonder if it was due to my cookie blocking settings or some vpn blocking... etc. etc...

Yeah, that's a very plausible cause - your cookie/vpn settings affecting 100s of other CPians.

Don't be harsh on him, I've just checked and it was actually my settings that were effecting everybody.

I am not sure why, but a lot of new forum messages seem to be getting entered as formatted text blocks, rather than the free form text as here. Is it something to do with new users' settings?

That's all just weird.
My guess was that they pasted their question and the paste dialog popped up and thought it was code, so they looked at the preview in the paste dialog and went "sure! I love a tan background".
But the latest one I saw was just <pre>, with no "lang" attribute, so it would have to have been manually selected either in the Paste dialog, or by manually wrapping in PRE tags.
I'll ask.
