My concern is: should we tolerate such behavior?

Please pay attention to the comments by royach (http://www.codeproject.com/Members/royach[^]), accusations of the OP addressed to the one who actually answered the question and my reply.
Note that I reported the first question of the member as "not an answer", and the second one (the last one at the moment of writing, referenced above) is somewhat abusive. I also reported the OP for abuse.
In my opinion, tolerating of such behavior would open a door to further contamination of CodeProject site with low- or negative-value content and ultimately the damage to the prestige of the site, which also lowers the value of our activity, which I would not like.
What would be the appropriate action?

In this casr, educating the OP on the expected etiquette seems to be an appropriate response. I suspect that language differences meant that the OP felt he was being attacked, which often leads to an immature response. With guidance, he could end up being a productive member of the site. Remember that a heavy handed approach is not always the best reponse, and a gentle approach can often work wonders.

I tend to agree, but only basically. I don't think my approach this very case is not gentle enough.
I don't think your reference to a different culture is relevant is this case. I tend to tolerate the manners. If fact, some behaviors perfectly normal in one culture are considered overly explicit in other culture and hence rude, which is not always the case. In this case, this is more of the attitude. After all, if someone tells you "excuse me I feel that you owe me $100, please be so kind to repay me this money" or "hey you, give me my $100 at once", you won't repay if you actually don't owe the money, regardless the form of the request, right?
This case is not just a case of formally rude manners ("you answer sucks" could be tolerated is properly argumented in technical aspects), but the attitude and general ignorance.
In would think, OP should be at least warned about inappropriate posting; and inadequate reaction could be a reason for suspension of the account. Please see another abuse report below: http://www.codeproject.com/Messages/4165760/Insulting-to-CPians-in-general.aspx[^]. The account was disabled. I think this was a valid precedent.

I don't agree - what could have been handled with a little bit of tact has escalated completely out of hand. Reporting users for getting upset is not what the abuse forum was intended for.

The thing to do here is learn from what has happened and try to avoid it happening again.
As has been stated, everyone here (except for a small core of staff who run the site) is a volunteer, we don't get paid for this work, and we do it in our own time. When something is easily researched the members here are not going to spend time doing the work because we are effectively doing the job of the original questioner without the pay.
OriginalGriff didn't attack you IMO, but even if he did responding in such a way is only going to make the problem worse (as you have seen). There are people on the Internet who will deliberately use this response to annoy you.
My advice is to read the guidance when asking a question (under the green submit button). Be as specific as possible. If you are having trouble getting started say so, you will probably get a better response as we have all been in this situation.

It is a bit over the top reporting that here IMO. OK the OP got pretty shirty (I agree with Pete, this is probably a misunderstanding, some cultures see any criticism as personal abuse) but he didn't get abusive or threaten OriginalGriff, which is what this forum is for.
In these cases I try to point out the OP is being unreasonable, and try (I don't always succede) and help them so they will be more effective next time. I am lucky, I've been able to use newsgroups for years. Not everyone has had this benefit and it must take some adjustment, over and above the cultural ones.

In this answer, the member[^] who asked the question replied: Bull sh*t !!!!! No questions are foolish only answer can be ! this place is a hell of some mad fellows.
What should the action be?
[Edit:] While pointing finger to others for not answering questions, this guy has asked 63 questions, (and got a decent amount of answers), but haven't provided a proper answer for any questions. His only answer was a "thank you for your reply" comment, given as a solution for one of his own questions.

I only have a little note on your argument. You should not blame anyone for not answering questions. It's perfectly OK if someone only asks questions and never answers. You cannot expect it from someone who rather needs help. Not trying to answer is only a good thing for most members. I think you would agree with that.

No, you were perfectly correct in general; that was just a little logical incorrectness I noted on. Not falling into the flame war, it is important to oppose what you think is wrong, and it's important to do it in a logically correct way. You post was absolutely natural and fully reasonable.
Your complain was a useful precedent (did you do it before?); it's good to expel the members with such attitudes, ignorance and impudence.
I don't think the problem is personal offense of something like that. It happens. The problem is the systematic contamination of the Web space of the site, setting a bad model for other members, distracting attention from decent members who really need help, can use it well and hence deserve our help.
After all, the problem is the damage to the prestige of the site and ultimately, lowering of the value of our activity.
Honestly, I faced even worse cases but hesitated to report them here as they were not explicit commercial spam.
