I reported him on the basis of his Lounge message and semi regretted it, his other message isn't as blatant. The account is also quite old, which is rare for spammers.
I'll be interested to see the concensus view on this one

Yeah.
Links like that in a member profile used to get you bounced straight out, but those links were far less visible than dropping them in your sig.

It is curious that this member waited 7 years to start making pseudo spam. I'd wait a while before marking the member as a spammer and maybe just mark the messages as spam for now. The signature isn't all that terrible, but the uselessness of the messages make it seem like the only reason they are being posted is to propagate the signature, which is not good.
I've warned the member about the messages. Let's see how he acts from now on.
