It's the current standard that we use 1024 x 768 as the minimum screen resolution now. 640 x 480 and/or 800 x 600 resolution was that day when we heard and started learning Computers with DOS and then Windows 98. Life has changed, Technology too. I can't imagine a monitor less than 1024 px now. Yes, there are some people who are still using that, but should upgrade to a higher resolution if require.

Our latest app works at every resolution, just not very handy.
However, since it's made for a specific customer who only uses pretty large monitors we've designed it for exactly that

I was careful to make sure my app could be used at 640x480, as long as your Start menu is auto-hide. But it would not be a pleasant experience, with the "sidebar" taking up 2/3 of the screen by default and about 1/2 minimum.
I usually find I can design an app that can be used "in theory" at 640x480 and is only "slightly uncomfortable" at 800x600. Such an app will then be quite comfortable at 1024x768 and up. But, the visual design people are starting to come to me asking for bigger icons...

First off, I have dual 1280x1024 monitors, but that doesn't imply that my users do. Second, believe it or not, some people HAVE larger screens but prefer apps that are usable in "windowed mode" without consuming the entire screen.

Managing several websites, I thought to check my Google Analytics to see what real users actual use (at least when on the web).
I note that only ca. 2.5% use 800x600 or below (so I'll be upping my expected resolution), but I noted something more interesting (and alas, destructive towards the utility of this survey).
Then number of screen formats captured is 28, of which only a small sampling of which are represented by the survey, quite a few somewhat popular ones being omitted. For example, Some clearly indicate a vertical format [in terms of pixels], with 800 being the width. How does one vote this in?
While I'm at it, is the odd increase/switch to vertical formats (as reported) due to a significant increase in the number of hand-held devices? And, should anyone know the answer: if a hand-held device is held horizontally they seem to reorient. Does this effect how they're recorded (i.e., do they report themselves as different resolution depending upon which side is up?). I don't have one of these monstrosities, so I can't do the test - should anyone have a notion to find out, I'd not mind knowing the answer.

When a handheld is re-oriented it may fire a page reload event that the client app (or client script in a webpage) can handle. I can't think of any modern handheld that will reload a page on reorientation, and so the initial report of a device's resolution will be based on the initial page load of that website, unless that website fires back, say, an Ajax call to provide more sample data.

For years (2000 to 2008) I designed software that worked only with multiple (4 to 8) 2K by 2.5K monitors.
Although I admit these were grayscale and if I needed any color I had to have a separate monitor for that.

Tis what I said. Our app will happily run on a smaller screen, the real issue is the amount of screens that the users wish to have open and visible at the same time.

Probably a more accurate question would be how much real estate the users need. In theory, our software has no limitations on the screen size. In practice the users want as much as possible. No, double that.
Most real users have 6 or 8 large screens in their monitor bank. The usual set up is 1 monitor for Bloomberg, one for e-mail and browser, and the others are filled with our app. The individual forms are not that large, save for some of the order blotters, but the users will have a lot open. A trader may well be following a dozen stocks with an L2 and then you can add in prop-trading and order handling.

I guess a "Western" perspective would be starting the stats at 800 and moving up - but even then that cuts out any web developer who's heard of a mobile device, and all mobile device devs themselves.
