I'd prefer to have only the option to up-vote/recommend articles. The articles quality then could be measured in up-votes / divided by article views. Okay, this would be a rather small value has few readers vote, so it would have to be multiplied with a well-chosen factor.
Giving more options creates a sort teacher/pupil relationship between voters and article writer. However, it is not known in any way that a specific article reader has the knowledge and is able to distinguish between e.g. a good and a great article as this depends very much on his perspective.
Any reader has the option to write his criticism in form of a message - and this is preferable to voting as then the reader eventually adds to the quality of the topic (Even if he says he found a better work on the topic at xyz). Also the voter gives a hint about his level of professionalism and maturity on the topic only when writing a comment.

For "work" there should be a scale (1-5 works fine). That would include articles, tips and maybe answers to questions. In those cases I can see wanting to vote somewhere in the middle, though I almost never vote 3.
For comments and posts in the lounge, I think a simple up vote and a vote to remove/report to the authorities button would do the trick.

Voting in the lounge is typically a "1 or 5 with option remove" system anyway, so the question for the lounge would be "do we need a downvote"?

Such an exciting topic... The other day I had a 3 day conversation on Code Project regarding the 'voting matter'.
The voting system is good as is... Unfortunatly you get one or two crackers that downvote every one else out of revenge. I'd say that there should be a system for that instances that pick it up and eliminate it. When making statements that are biased you are bound to step on someones toes and that also leads to a bad vote. Other wise the voting is pretty good regarding pointing out the more correct answer.

Regarding your concern about voting down, you can always report the user and let the chosen ones to deal with it. There's always a reason behind every vote, either up or down-voting.
And by the way, I can't figure out your 5 cens here.

Chasing after points simply is the wrong motivation to write something and can have some very strange results. Especially when somebody disagrees, any reply or comment is far more informative than being downvoted. And for myself, I think it's a bit arrogant to constantly judge everything someone writes, as if my opinions were some kind of absolute measure.

There's a lot of valid reason where voting should be implemented, let's say work evaluation for instance. Or a graphical representation of voting for a survey, where comments cant be an option.

Agreed, but then in a constructive way. Downvoting something without any comment is not helpful. As long as downvotes are annonymous there also will be people who downvote everything somebody wrote as 'revenge' or whatever. This is hard to detect automatically and may very well put the value of an article's rating in question.
