Chasing after points simply is the wrong motivation to write something and can have some very strange results. Especially when somebody disagrees, any reply or comment is far more informative than being downvoted. And for myself, I think it's a bit arrogant to constantly judge everything someone writes, as if my opinions were some kind of absolute measure.
Sorry, I understand the intention of course, but I don't really like what it makes some people do.

There's a lot of valid reason where voting should be implemented, let's say work evaluation for instance. Or a graphical representation of voting for a survey, where comments cant be an option.

Agreed, but then in a constructive way. Downvoting something without any comment is not helpful. As long as downvotes are annonymous there also will be people who downvote everything somebody wrote as 'revenge' or whatever. This is hard to detect automatically and may very well put the value of an article's rating in question.
