What is considered to be a valid account in the domain?

Anything with an account in the Primary Domain Controller (PDC) for that domain. If you are not using a domain, could you give me a bit more specs on the how the network is set-up, and then I can go from there?

Will this be true by default?

Yes, but if people log onto the domain anyway just to use their machine it's not a problem because it won't show.
