Use Active Directory User and Computer to create new Organization Unit (OU) and gives it name to any name that you want and right click choose Property. Navigate to Group policies table and click on New button. The new group policies object will add and give its appropriate name and click Edit button to edit the select group policies. Adjust any policies as your need and click Group policies windows and click on Ok button of OU properties dialog box. Exit Active Directory User and Computer and go to Start -> run and type this command gpupdate /force. This will force the group policies to refresh to the new policies.

Note: group policies could apply on OU. In order to make it apply to user account, group or computer account, you have to move these object to an OU that you apply the group policies. But if you object need to reside in a difference OU, you will could also link group policies from one OU to another OU.
