Hello!
I'm writing a question in the Q&A and while I'm doing that, having a 24" wide display I do have half of it unused (right part) and, as the question is long and it has a lot of code  I can't see it easily while editing as I can't see the results of what I'm doing.
So my suggestion is: could it be possible to define the layout per each user? the ones with 4:3 displays could choose to have it like it is now, while the ones with 16:9 could decide to have the editing area side by side with the preview area.

No.
The correct way to handle this is simply to rework the page to be responsive. On narrow screens it's portrait, on wide screens (or when you resize the browser window to make it wide) it converts to landscape.
Possible, but unfortunately a little low on our list. I'll add it to the TODO though.

The clickety I've added seems to be being pre-pended with either www.codeproject.com or a path to the current message. This is only happening to the non-take me away from this site/target=blank/ [^] one.

Article editor crashes in IE when I'm scrolling using the scrollbar attached to the editor, not the page.
This has been a problem for some time - and it's rather annoying.

Which version?
Unfortunately we can't do a lot to fix IE's issues. We use IE11/Chrome/Firefox/Safari and Opera internally and haven't experienced this issue so I can't even really investigate it.
All I can suggest is upgrade or use a different browser. Not much help, though, am I.

I would start with removing the Java plugins. I have bad personal experience with them.

Just like Chris, I checked with the same version and also back to IE10-9-8. Also checked on the 'new' Spartan engine, but didn't got any crash...

As often as it happens, we have to start asking why it happens so frequently.
First, the instructions at the top of the page are pedantically vague. The text reads as if it's okay to post questions right where they are. Maybe the instructions should be worded in such a way as to make it totally clear that they shouldn't post programming questions where they are at the time. Maybe some text accompanied by a button ...
Second, if they haven't posted more than 10 questions to the lounge, maybe they should be presented with a modal dialog box that reiterates the fact that they should not post programming questions to the lounge. After 10 posts to the lounge, (and for a set period of days after registering on the site), the lounge notice would no longer appear.
This would still let them participate, but would remind them for a certain period of time of the one rule they need to observe.

Perhaps we should have a Report items that you could report it to move the post as well to Quick Question?

Well, IMHO the reporting system is kinda wonky. Currently, if someone responds to a message before it's removed, the thread stays behind (with the text of the original message removed). To me, that's unsettling and pointlessly clutters the Lounge.
I think the verbage of the text at the top of the page as well as limited repeated reinforcement of the idea is the best approach.
