The question isn't clear. Do you want this in Winforms or WPF? Additionally, I am unsure what you mean by set and fix exactly.

No real question, not clear on what is needed. Not much effort or indication of what was attempted.

I *think* you mean how to write a C# app and have the controls sit where you want them, on any desktop size ? In that case, you should use the dock and anchor properties in a winforms app, to make the controls reposition themselves according to your intentions. If it's WPF, then it's easier, you just lay them out and they position themselves from there.
