There are international compliance issues pertaining to money laundering and terrorist funding which every financial institution has to do 'due diligence' on. Probably not scared, but have to ensure they are compliant. Some parts of the world are completely off-limits (North Korea for example) and others require extra vigilance. I do not know what Nigeria's standing is.

Adding on to this, if the cost of regulatory compliance and losses from fraud exceed the profit to be made in a country it won't be given service. Of late, increased regulatory costs/risks[^] are pushing international banks to reduce the level of business they do with the developing world.

Calm down.
They are called Nigerian scams because the first wave of them on the internet came from Nigeria, but they can come from anywhere in the world.
The advanced payment scam actually goes back to the late 18th or early 19th century in Europe. Rightly or wrongly Nigeria is stuck with the reputation now because of the internet publicity.
