This is not how things works. Sorry, it's hard to help; you did not explain what exactly the problem is. The question about language doesn't make sense. Why HTML (+CSS) is not enough? what extra functionality would you mean. If you need to develop server-side, it's not one language; there are different technologies and different languages. The choice depends on multiple factors.
