Grant permission to a login to create new login but unable to delete login in SQL Server 2008

I want to grant the permision to a login account in SQL server 2008. The login account can create new login but unable to delete any login. I can not create new user-define server role by using the wizard for some reason. Thank you for your time and consideration.
