Ant Colony Algorithms

Hi I am trying to optimize traffic signal timings using ant colony algorithms.the problem is same as 2-layer stalk berg game.I have optimized layer 2 Using Aco.But the optimization for layer-1 is not giving correct results.I might be using wrong pherme update or something else.
I am attaching the below code and paper for further use
I someone can verify or in fact if someone can work with me on this the help would be appreciated

Why would I want to go to an unknown site and look at unknown code and your homework question based on "not giving correct results"?

No, I won't!

Edit your question, explain in detail what the problem is, and show us the relevant code fragments here - make it easy for us to look and you help you, instead of easy for you to dump on us and walk away. If you want help from volunteers, you have to put some effort in to make our task as easy as possible or - like me here - we will just walk on by and your problem will remain unlooked at.
