I need to start a development about Mobile Phones and Mobile Telephony
Networks. I need to develop an application for getting information from the cell phone and cellular network
1) Is there an API for doing this? and what is the right tool?

You're going to need waaaaay more specifics here. What platform(s) are you targeting? What kind of information do you want to get?

Why do you 'need to start' ? Have you accepted a job you have no clue how to do ? Some phones run Windows, some run Android, some run other stuff entirely ( iPhone, for one ). There is no API that I know of that talks to them all, certainly nothing in Windows knows how to talk to the phone network ( how could it, it's not even connected ). There may be webservices you can call to hook in to specific networks. Overall, it sounds to me like you're very lost. If this is for paid work, you should decline it, if you have any integrity. You should certainly ask a more specific question, if you want a real answer.
