Acessing files without getting windows 7 permission

When I want to access "C:\Windows\Temp" in windows 7 or vista , I got a error "Access to the path 'C:\Windows\Temp' is denied"

I saw some software that do not get permission after installation.

How can I access to the such folder without requesting user permission

?

C:\Windows\Temp is not accessible with the normal user access on which softs runs if they don't run with those UAC dialogs. So no, you cannot access it. However why would need to access this C:\windows\temp when you can user the user application data directory to store temp files without special permissions.
