Wich is the best and fastest way to have an OCR for recognizing some handwriting characters ?
can i just modify an existant OCR project ?

What, without any information on your platform? languages? preferences?...
Do you really think that software is "written" by modification of previously existing project? Did you think at how that project could have emerged? :-)

if i didn't mention that , it means i don't really care :) i ll just go with the needed references for the right answer given to me .

Good. To me, it's hard to imagine that the platform and languages would no matter. Care to explain how come?
On this site, there is a number of interesting articles with code in C# for .NET, but you can find them, too.

I used it once and it worked well.
