Exe application's dialog box Can't create "Internet Explorer_Server" class

In my exe project I create an dialog box and insert WebBrowser ActiveX control, but when the dialog show the WebBrowser ActiveX is white block. Use Spy++ I only see the "Shell Embedding" class and it's child window class "Shell DocObject View" and "Internet Explorer_Server" not created. Any one know why this happened.
