In case the forum doesn't tell you, I have updated my response.

Insufficient information.
Are the two memories identical? Are they SD/SDHC/Memory stick, USB stick, or what?
How are they connected to the PC? To the laptop?
Are both laptop and PC at the same XP revision?
What hardware is connection via? Is the laptop using USB2 and the PC USB1?
Etc., etc., etc.

I assume that this means you have recently re-installed XP on your PC, and before that it opened both of the flash memories?
If so, then I can only assume that it is an XP SP2 / SP3 thing - is it possible that one of the memories is a newer or higher spec than the other?
What happens if you update your PC to SP3?
