cant you get more internet then what you pay for?

Hello me and my mate have a discussion about internet and he says it is impossible to get more then what stated on paper, now i'm with virgin and take the best package with is 152MBs download.

Now when I do a speed test on speedtest.net and mine peaks at 160MBs download?

Can you put more light on it. How is wrong, me or my mate?
