How do I create multi-level menus that shows items on the fly from a text file.

The menu should be able to get items from either a text file that is created in a specific format or better from a .csv Excel file.

On what platform, language, using what UI library? And so on...
What's the problem?
".csv" file is not "Excel file", and none of the options you want is really "better". I think we can discuss anything seriously only if you also explain your ultimate purpose. Why all that?
