I wanted to know if all the code on this site is open source or is some of it licensed ? Will I be able to download source code and use it as a spring board for my applications ? Thanks.

Do you understand that "Open Source" means certain class of licenses? It should be always open and always licensed, even in the cases when the license is not explicit. Please see Solution 1.
