If you are totally unaware about how to implement this then I suggest you do one of three things 1 - Don't do it, 2 - Do some research on how to do it or 3 - Pay someone else to do it.
This is not a code shop

Guys i just wanna know where to start from...i've done a good research on the topic..but some questions did not clear up like: where to get data sets, why matlab only, when should i think about activation function and so on..

This would still be the wrong forum to ask it in until you have problem with code - "Quick" answers gives the clue
