Import .dll Library to my java project

Hello,

I am very new to Java programming and I'd like to import dll library which is
located on my desktop. I use Intellij Idea IDE. I want to statically import
my library to project, because it will be included in my project in case
i delete dll on desktop.

I will be very thankful if you give me a detailed guide.

and without this JNI framework, I can't use dlls statically?

You need to lean JNI which is used for such things:
