Using adt shell without enabling setting-->developer option (nexus7 (2013) wifi error)

My Nexus7 device faced an error that, it can not enable wifi (stuck on enabling wifi).i had factory reset device but the error still shows up. when the device start up for the first time (after reset), it needs to connect to a router.and i can not use adt commands as well (debugging is off in developer option). so how can i fix all of these problems?
