How to create Menu in MVC5

Hi,
I want to create a Menu on left side of the monitor in MVC5.
Taking an example like Department and Category for Shopping.
On clicking Menu, it will show Shop by Department and display the list of departments with + link.
Then when we click on + link, it will show the Category related to that department.
Also one more thing what control is used to show the List of Departments.
Can anyone please help me regarding this.
