hey guys I wanted to know that is there any API that allows me to get from any website according to search query

NO, each website will have its own control of its content and may or may not let you download from it.

I would like to know how. Theoretically speaking, if some media is playing on the client side, it is already downloaded, at least partially. If a Web browser can play it, it can be downloaded. It could be quite tricky though.

At the same time, "get video from any site" sounds as nonsense, because, as you correctly said, each website will have its own control of its content.

No.
Video formats and suchlike are not fixed, and some sites will not allow you to download or play video except through their own site directly. Streaming to your player is (as far as they are concerned) a download, as there is no guarantee that the stream endpoint is not going to save the file to disk instead of displaying it.

And it would probably be in contravention of their copyright as well.
