Which Oracle driver is appropriate for a Windows 2008 R2 server that must talk to an Oracle 9, 10 , and 11 server? I need that installed on a server once we know which driver can talk to all three.

Use the latest (12c) - it will work with old-ones too...

If by saying: "Windows 2008 R2 server that must talk to an Oracle 9, 10" you mean linked server...

...the answer is here: Oracle Provider for OLE DB[^]
Make sure the Oracle client software on the server that is running Microsoft SQL Server is at the level required by the provider. The Oracle Provider for OLE DB (8.1.7.3.0) requires Oracle Client 8.1.7.0.
