mschart 3.5 issues with scrollbar

We have an custom charting implementation using the mschart api 3.5. Everything works great with the exception of the scrollbar. We have our own implementation of a google maps type mouse zoom and drag and it works great.

Problem is, You cannot properly drag using the scrollbar and when it actually works it hops in large increments.

I've got the microsoft samples/doc running and the scrollbars work on it properly, but theirs is based on framework 4.5.

Any suggestions are appreciated.
