Why Cant I Access Skype Api In C#?

Hi everybody, i just found skype api dll for c#, and i got an idea to make this in some way useful. but i cant really access skype with my application.

i just edited my program to only send message to user just for testing but it returns error saying "Connection Refused"... Why my program doesnt asks for permission from skype?, skype is running but i wont access it :/
