Are you running the exe from outside the VS? Then it could be executing = locked when you try to compile it.

no in visual studio itself

Try saving the solution, then close Visual Studio, restart it, reload the solution.

No best solution for this issue. Only solution i have found during same issue. Restart the Visual Studio as per mentioned by . @BillWoodruff.
