Is SignalR Technology in Asp.net compatible with framework 3.5?

I searched a lot and found its compatible only with framework 4 and 4.5.
Saw few to download Package Manager Console in order to make it work with framework 3.5 but the same is obtainable from framework 4 and higher.I want a confirmation whether SignalR Technology can work in framework 3.5.

But in the same link the Package Manager Console is obtained via framework 4 or 4.5 only. So how can I make it work in 3.5?.
