Custom Errors tag not working in webconfig

I am working on web application. In web config I put the below code, but it is not working why?

<customErrors mode="On" defaultRedirect="~/ErrorPages/Error.aspx" >
      
    </customErrors>

If I put "|" in my user after any directory, it shows the following error

Server Error
404 - File or directory not found.
The resource you are looking for might have been removed, had its name changed, or is temporarily unavailable.
