I want to copy an mp4 file on a cd-rom
SUCCESSFUL I copy the file to a USB key

You can't copy files to a CD rom - you have to assemble the data you want to write and burn the CD.
With the exception of CD RW and such like, CD's are a "write once" media, so if you could copy a file there, you wouldn't be able to copy a second file...
