Which language is most suitable for creating tree, heirarchical, and map like structures?

I want to write a program to create a concept map. Please note that I do not want to use software for mind mapping or concept mapping. I want to create a new program which can represent nodes and relationships visually from a database.

A concept map typically represents ideas and information as boxes or circles, which it connects with labeled arrows in a downward-branching hierarchical structure. The relationship between concepts can be articulated in linking phrases such as causes, requires, or contributes to.

If anybody has some information please provide starting guidance.

Please see my question: its impossible to arguably advise anything in particular without having a lot more information.

But I'll take some minor risk of advising just one approach without knowing if it can be suitable for your platform and skill set or not. Please see my past answers:

I'm sorry if this is not compatible with your platform(s) or if you are not qualified to use either of these approaches at the moment. Please don't blame me.
