How to Adopt timer concept in SQL

I need to increase my two column value like timer.. when column1 exceed value 10 column2 have to increase by 1 and column1 have to start again from 1. For multiple unit of measurement I need this requirement please help with code.

More details required to help you. Posting table structure would help. Also describe little more about the problem. When you want to increase the value in columns and how?
