I’m working on an antivirus engine and I want to have virus signatures and information to test my engine, please tell me how can I retrieve this information from an encoded virus definition database like Avira VDF file (for non-commercial use) or is there any up-to-date and complete virus definition database that can be unpacked, decoded and converted to usable format.
I have various types of definition database files but all of them are encoded with an unknown structure/method with an unknown header. These files commonly contain lots of extended characters.

Yes, Virus databases are encoded, because anti-virus companies have spent a lot of time and money building these, and they want you to spend money on their kit. The value of an anti-virus engine does not lie in the engine, but in how well it's updated.
You can probably buy virus signatures from a reputable vendor, if you have very deep pockets.
