Disable liquidslider paneltab

been doing this thing for a couple of hours and yet couldn't figure it out how to solve the problem so i am in need of your help.

Is It possible to disable the paneltab and activates it after clicking the cross link?

Hope you could answer my question. I will be grateful if someone would help me :D
