online directory of papers

i am making a online directory of exam papers where only i can upload papers while students can only download ...a student after login selects the class of the paper then selects the year after this he is presented with a page which has a list of all papers for that class during that year in form of hyperlinks when the user clicks on particular hyperlink the file can be viewed or downloaded on his machine .....how to develop this website?
