how can i connect a mobile to an application?

i want to develop an application which will work in this way:

user will send a message using some cellular company service for shopping.item list will appear before him.user will select item and blah blah as online shopping is proceeded..i dont know how it will happen,which tools languages environment to use. plzzzzzzzzzzzz help me.

It's a very very good idea.
I suggest you get a patent attorney, and claim the patent immediately. Don't worry, if your patent is contested, we will all testify that we saw it here first.
Next, you want a find a venture capitalist, who will give you money to develop joint-ventures with major cellular operators, phone makers, and who will promote your system on Google, CNN, and the coffee-planter's daily.

It is a very general question which I guess would not be easy to answer in forum. Still, here are a few point to think about:

1. Which technology you know?
2. Mobiles work with different OSs. Which one are you aiming at?
3. Get clear understanding of what you want to develop.
4. Read if the technology you know supports that kind of application or not.
