Find a solution of data transfer proxy

I'm a student, I want to find a solution/software of data transfer proxy when client requests a video or video communication, it sends the request to proxy automatically and then the proxy sends the request to a video server; when video server return the video, it will sends the video to proxy automatically, and proxy could deal with these packets (this action is optional) such as lose packets and send video to client. Thank you!!!
